Is WPARTS the seller or does it offer buyer protection?

No. WPARTS is a neutral marketplace platform (see §3). Orders are contracts between buyers and independent sellers. WPARTS does not provide a buyer protection program, does not issue refunds, and does not accept returns. All refunds/returns/warranties are handled by sellers (see §8, §8a).
